S.B. NO. 394: EMERGENCY MEDICAL SERVICES SYSTEMS (EMSS) ACT OF 2019

S.B. NO. 394: EMERGENCY MEDICAL SERVICES SYSTEMS (EMSS) ACT OF 2019: provides for the establishment of an Emergency Medical Services Systems Council (EMSS) under the DILG. The council will serve as the primary agency responsible for promoting and crafting a national policy and system of emergency medical response. The council shall be led by the Secretary of the DILG and shall include members from the DOH, DOTr, DICT, OCD, TESDA, CHED, Philippine Red Cross and PhilHealth. It shall develop minimum requirements for emergency medical vehicles and ambulances. All LGUs are mandated to establish an emergency medical service system for their area of jurisdiction as well as dispatch centers where constituents can call in cases of emergencies. They shall ensure the availability of adequate emergency transport vehicles or ambulances with qualified EMS personnel. A nationwide emergency hotline number will be established to enable the public to access emergency medical services.

Within 5 years after the implementation of the Act, government hospitals and health facilities shall have a minimum number of plantilla positions for EMS personnel, as follows:

o  Level 2 and 3 Hospitals: 10 EMS personnel and at least 1 Ambulance Assistant

o  Level 1 Hospitals - 6 EMS personnel and at least 1 Ambulance Assistant

o  Local Government Units - 6 EMS personnel

o  Other health facilities - as may be deemed by the Council

·        Meron na tayong Emergency 911 hotline na itinatag ni Pangulong Duterte. Mas palakasin pa natin ito sa pamamagitan ng pag-institutionalize ng isang komprehensibo na Emergency Medical Services System. 

·        Ang EMSS ay magsisiguro na merong sapat na mga personahe, pasilidad, kagamitan at transportasyon na magagamit para sa epektibo, organisado at agarang paghahatid ng mga health and safety services para sa mga kailangang masaklolohan kaagad.

·        Gawin natin into mula sa national hanggang local level. Ang mga dispatch centers ng mga LGUs natin ay dapat maging bahagi na ng National Command Center.

·        Kahit saan ka man sa Pilipinas, ang batas na ito ay magsisigurong kaya kang saklolohan at agad na matulungan ng isang pamahalaang nagmamalasakit.
